Directs the Commission on Water Resource Management to update the statewide framework for the Hawaii Water Plan to address emerging issues including climate change, watershed protection, public trust uses, and drought planning.

Requires facilitated interagency meetings among all agencies responsible for updating component plans to identify information gaps and coordinate water source developments.

Mandates comprehensive review and revision of existing planning elements and extension of the planning horizon from twenty years to a longer time period.

Requires the Commission to submit findings, recommendations, and progress reports to the legislature no later than December 31, 2020.

Appropriates funds from general revenues for fiscal year 2019-2020 to the Department of Land and Natural Resources to carry out the Act's purposes, with an effective date of December 31, 2050.
