Requires the Department of Land and Natural Resources to perform a standardized fishing stock assessment prior to adopting any new rules regulating fishing.

Stock assessments must account for fish species in affected areas and include species-specific habitats with measurements of vital rates and species movement patterns.

Assessment duration must be proportionate to the adult life cycle of each species, including at minimum the developmental period from birth to sexual maturity.

All stock assessments must undergo thorough peer review prior to publication and require consultation with native Hawaiian traditional and cultural gatherers and practitioners before rule adoption.

The department shall adopt rules pursuant to chapter 91 to implement the stock assessment procedures, effective July 1, 2050.
