Establishes operating budget for fiscal biennium July 1, 2019 through June 30, 2021 for the Department of Commerce and Consumer Affairs (CCA) Insurance Regulatory Services program (CCA106).

Authorizes 95.00 permanent full-time equivalent positions and 7.00 temporary full-time equivalent positions for the Insurance Regulatory Services division.

Appropriates $18,443,214 from special funds (B), $200,000 from trust funds (T), and $250,000 from other federal funds (P) for operating expenses.

Allows governor to correct manifest clerical, typographical, or mechanical errors found in the Act.

Takes effect July 1, 2030.
