Requires the Department of Human Services to establish, construct, and operate transitional shelters with micro units beneath the Nimitz Viaduct on Oahu and other appropriate areas, including viaducts along Interstate H-1 or H-2.

Exempts procurements for this Act from Hawaii Revised Statutes chapters 103D and 103F (public procurement requirements).

Mandates the Department of Human Services submit a report on the transitional shelter establishment to the Legislature no later than 20 days before the 2020 regular session convenes.

Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 (specific amount blank in bill text) to be expended by the Hawaii Housing and Finance Development Corporation.

Takes effect July 1, 2019.
