Establishes a voluntary return-to-home program administered by the Hawaii Public Housing Authority to assist eligible homeless persons in reuniting with family members in their home states.

Requires program participants to have a support system in place in their home state, be completely voluntary participants, obtain court clearance if on parole or probation, and lack financial resources for return transportation.

Directs the authority to actively seek participation from local airlines, cruise lines, charter companies, homeless programs, travel agencies, and the visitor industry to implement and coordinate the program.

Requires the authority to assist participants with trip preparation including obtaining identification, airport security orientation, and personal care basics, and to conduct follow-up contact within one month of return.

Appropriates funds out of general revenues for fiscal years 2019-2020 and 2020-2021 to cover program costs and staff salaries, with the Act taking effect July 1, 2019.
