Caps commercial use permits at 40 maximum for any marine life conservation district not accessible by land, with no new permits issued once this limit is reached.

Limits access by commercial use permittees to 50 percent of current permit holders at any one time (rounded down to nearest whole number).

Requires the Department of Land and Natural Resources to immediately initiate rulemaking under chapter 91 to address overcrowding and fish disruption concerns at Molokini Shoal marine life conservation district.

Requires DLNR to submit a progress report to the legislature no later than 20 days before the 2020 regular legislative session convenes.

Takes effect upon approval.
