• Requires classroom teachers at hard-to-staff schools to earn the greater of either the national average salary for similarly experienced teachers or the standard Hawaii teacher salary schedule.

• Teachers earning the national average salary must forgo any annual differential payments provided under collective bargaining agreements for hard-to-staff locations.

• Establishes that the superintendent shall adjust the national average salary annually for cost of living on December 15 of each year.

• Defines "classroom teacher" as a professional employee who spends at least 75 percent of instructional time providing direct instruction to students, excluding counselors, administrators, and specialists without a dedicated class.

• Takes effect January 1, 2050.
