Requires the Department of Human Services and Department of Health to disburse grant-in-aid funds to recipients within ninety days of the effective date of the legislation awarding the grant.

Allows these departments to disburse the total amount appropriated prior to contract execution, removing the previous one-fourth limitation.

Addresses delays in grant disbursement that harm organizations providing health and human services to low-income, homeless, and vulnerable populations.

Adds new section §42F- (Grant Disbursement) to Chapter 42F, Hawaii Revised Statutes to establish the ninety-day disbursement requirement.

Takes effect on July 1, 2019.
