Department of Land and Natural Resources must adopt rules by July 1, 2020, regulating commercial ocean operators offering snorkeling, scuba diving, kayaking, and surfing lessons in state waters.

Each tour group or excursion must include one individual certified as a rescue diver or lifeguard by a nationally recognized organization; exemption provided for U.S. Coast Guard-inspected vessels with at least one crew member certified in CPR, automated external defibrillator use, and basic first aid.

All vessels used for commercial customer transport must carry a backboard, emergency oxygen, and an automated external defibrillator as onboard safety equipment.

Department must submit preliminary reports to the legislature no later than twenty days before the 2020 regular session and final reports no later than twenty days before the 2021 regular session.

Act takes effect July 1, 2050.
