Establishes a remote legislative access program within the legislature's public access program, supervised by the joint legislative access committee.

Requires the joint legislative access committee to seek advice from experts in remote communications, the disability and communication access board, and county councils when implementing the program.

Mandates each house of the legislature establish rules and procedures enabling the public to present oral testimony at legislative committee hearings through remote testimony via videoconferencing or other telecommunications technology.

Defines "remote testimony" as use of video conferencing or other technology that enables the public to submit oral testimony remotely via the Internet or telecommunications technology during legislative hearings.

Appropriates unspecified general revenue funds for fiscal years 2019-2020 and 2020-2021 to the department of accounting and general services to implement the program, effective July 1, 2022.
