Appropriates funds to the Hawaii Internet Crimes Against Children Task Force within the Department of the Attorney General for fiscal years 2019-2020 and 2020-2021.

Authorizes hiring of 4.0 full-time equivalent (FTE) permanent level 5 investigators and 3.0 FTE permanent investigative analyst positions within the task force.

Findings indicate between 8,900 and 10,500 children ages 13-17 are commercially exploited annually in the United States, with searches for teen pornography reaching an estimated 500,000 daily hits in March 2013.

Establishes that child pornography is a public health risk contributing to increases in child sex trafficking and abuse.

Takes effect on July 1, 2019.
