H.B. 1164 - Deferred Maintenance Task Force

• Establishes a deferred maintenance task force within the Office of the Governor to address an estimated $4.3 billion statewide backlog of deferred maintenance across state departments.

• Task force shall develop consistent criteria and standardized methodology for identifying deferred maintenance projects, estimating backlog costs, and creating alternative schedules to address maintenance needs.

• Task force membership includes the Administrative Director (chairperson), Comptroller, Director of Finance, University of Hawaii President, Hawaii Health Systems Corporation CEO, Superintendent of Education, Board of Land and Natural Resources Chairperson, Director of Transportation, one House member, one Senate member, and two private sector representatives.

• Task force must submit findings, recommendations, and proposed legislation to the legislature no later than October 31, 2020, and will be dissolved on January 14, 2021.

• Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to support the task force operations under the Office of the Governor.
