• Mandates full refunds of all fees and charges when ticketed events are canceled, postponed, or tickets are not delivered in time, or when purchasers are denied admission through no fault of their own.

• Prohibits selling tickets not in the seller's possession without a written contract to obtain them, and bans the use or sale of software to circumvent ticket seller website security measures (subject to criminal penalty).

• Repeals existing ticket scalping provisions for boxing contests (§440-17) and mixed martial arts contests (§440E-13), and supersedes prior ticket broker regulations (§481B-15).
