Establishes a new waste management solution pilot project to be conducted by the Department of Health to review and demonstrate new toilet and sewage treatment technologies across different scales and locations throughout Hawaii.

Pilot project shall examine technologies ranging from individual self-contained toilets for homes to multi-unit systems for apartment buildings and community-scale sewage treatment solutions.

Department of Health must expedite demonstration projects conducted as part of the pilot project.

Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to implement the pilot project.

Department of Health must submit reports on pilot project findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2021 and 2022 regular sessions; pilot project repeals on June 30, 2022.
