Appropriates funds to purchase the Honolulu Federal Detention Center, a 1,200-bed facility opened by the federal Bureau of Prisons in 2001 at a cost of $170,000,000, located on the west side of Daniel K. Inouye International Airport.

Authorizes funds for fiscal years 2019-2020 and 2020-2021 (amount left blank in bill) to acquire the facility for housing state detainees and inmates and relieving overcrowding at state jails and prisons currently designed for 2,491 inmates but housing 5,375.

Would eliminate the State's ongoing financial obligation to lease bed space at the facility at a daily rate of $123.19 per inmate and avoid estimated $1,500,000,000 to $2,000,000,000 costs for replacing or refurbishing state correctional facilities.

Would enable the current Oahu community correctional center site to be vacated and transferred to the Kalihi community for its use.

Takes effect July 1, 2050.
