Establishes an artificial intelligence working group to examine the advantages and disadvantages of artificial intelligence applications in Hawaii's economy and government operations.

Working group shall evaluate artificial intelligence applications used in other states or countries, competitive advantages for Hawaii, potential dangers, methods to encourage AI research and development in the University of Hawaii system and private businesses, and other relevant issues.

Working group composition includes chairs of senate and house commerce committees (serving as co-chairs), house economic development chair, a senate member selected by the senate president, the director of business, economic development, and tourism, the University of Hawaii at Manoa information and computer sciences department chair, and two individuals from private Hawaii-based artificial intelligence companies.

Working group shall be convened no later than August 1, 2019, and shall submit a final report with recommendations to the legislature no later than twenty days prior to the 2020 regular legislative session.

Legislative reference bureau is requested to provide research and drafting assistance to the working group.
