Requires the Legislative Reference Bureau to conduct a study on the feasibility of establishing a Hawaii Retirement Savings Program for private sector employees not covered by existing employer-sponsored plans.

Study shall investigate legal compliance with the Employee Retirement Income Security Act of 1974 and Internal Revenue Code of 1986, employer participation requirements, contribution methods, and implementation costs.

Directs the Legislative Reference Bureau to analyze potential employer costs including administrative expenses and payroll deductions, and recommend ways to reduce costs through incentives or tax credits.

Requires the Legislative Reference Bureau to report findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

Appropriates funds from general revenues for fiscal year 2019-2020 to support the study (amount left blank in bill text).
