Amends Hawaii Revised Statutes Section 21F-6 to change the legislative analyst's appointment term from a "period" to a "term" of four years.

Clarifies that the committee may remove the legislative analyst from office by a three-fourths vote of its members, but only for cause.

Changes the provision regarding employee benefits from "shall be entitled to" to "may participate" in employee benefit programs generally available to state employees.

Applies to both the legislative analyst and other clerical and technical employees of the Office of the Legislative Analyst.

Takes effect upon approval.
