Increases Hawaii's minimum wage to $12.00 per hour effective January 1, 2020, and to $15.00 per hour effective January 1, 2023

Establishes a $17.00 per hour minimum wage for full-time State of Hawaii employees effective upon the Act's approval

Creates an income tax credit for qualified small businesses (50 or fewer employees) equal to 20% of the increase in total hourly wages paid year-over-year, with a maximum credit of $50,000 per taxable year

Allows unused tax credits to carry forward to subsequent years until exhausted, with claims required to be filed within 12 months after the close of the taxable year

Effective date is July 1, 2050, except the tax credit provisions apply to taxable years beginning after December 31, 2019
