• Establishes automatic voter registration for individuals applying for new or renewed driver's licenses, provisional licenses, instruction permits, and identification cards, unless the applicant affirmatively declines.

• Requires voter registration applications to include options to request name/address changes and permanent absentee ballot voting status.

• Mandates that driver's license and identification card applications cannot be processed until the voter registration portion is completed or the applicant declines to register.

• Authorizes the examiner of drivers to electronically transmit voter registration information to county clerks and the statewide voter registration system without need for separate signatures.

• Permits county and state databases containing driver's license and identification card information to be electronically accessible to election officials for voter registration processing and system integrity purposes.

• Effective January 1, 2020.
