Establishes the Commission on Land Use's responsibility to file annual reports to the legislature on the progress of the five-year boundary review of state land use districts.

Requires each county to file annual updates to their general plans, development plans, or community plans with the Commission.

Amends Hawaii Revised Statutes Section 205-18 to improve coordination between state and county planning processes for identifying land available for housing development.

Addresses Hawaii's housing crisis by streamlining the duplicative process that previously required separate actions by both county and state to reclassify lands for future growth.
