Elevates unlicensed sale of liquor from a misdemeanor to a class C felony offense.

Maintains existing penalty for unlicensed manufacture of liquor (fine not exceeding $2,000 and/or imprisonment not exceeding one year).

Adds unlicensed sale of liquor to offenses for which property is subject to forfeiture under Hawaii law.

Includes unlicensed sale of liquor in the definitions of "organized crime" and "racketeering activity" under Chapter 842.

Establishes an affirmative defense for defendants who acted in good faith with reasonable belief that the liquor sale was authorized by law.
