Makes driver's license and identification card processing conditional on applicants either confirming existing voter registration, applying to register, or affirmatively declining to register to vote.

Mandates automatic updates to voter registration records (residence address, mailing address, or name) for registered voters applying for driver's licenses or identification cards without option to decline.

Requires examiner of drivers to electronically transmit applicant information in real-time to the office of elections and county clerks, including name, date of birth, last four digits of social security number, address, signature, and permanent absentee voter status.

Establishes privacy protections prohibiting disclosure of confidential information, credit card data, social security numbers, driver's license numbers, signatures, and decisions to decline voter registration; also prohibits sharing citizenship information with federal agencies.
