HB 1219 - Public Lands Redevelopment

• Authorizes designation of public lands areas (commercial, industrial, resort, hotel use) as redevelopment districts when buildings and infrastructure are dilapidated or obsolete, with management transferred to a nine-member planning committee including two ex officio members and seven appointed public members.

• Designates the Waiakea Peninsula on the island of Hawaii as the first redevelopment district, with boundaries specified from Lihiwai Street to Kalanianaole Avenue to Banyan Way around to the shoreline.

• Creates separate revolving funds for each redevelopment district receiving 50% of revenues from public lands within the district, plus legislative appropriations and gifts, to be used for redevelopment purposes.

• Extends DLNR's authority to reduce or waive lease rentals up to 20 years (previously one year) when lessees must demolish existing improvements or provide basic infrastructure like drainage, sewer, water, and electricity.

• Exempts materials, parts, and tools used for construction of redevelopment project work or improvements from general excise and use taxes; effective July 1, 2050, contingent on Hawaii County repealing the Banyan Drive redevelopment agency.
