Amends the definition of "dangerous to others" in Hawaii Revised Statutes Chapter 334 to include refusal to take psychiatric medication or participate in mental health treatment when it is probable the person will cause, attempt to cause, or threaten substantial physical or emotional injury to another.

Amends the definition of "dangerous to self" to include refusal to take psychiatric medication or participate in mental health treatment when it is probable the person will threaten or attempt suicide or serious bodily harm.

Allows law enforcement and hospital workers to temporarily take individuals into custody for involuntary hospitalization when they refuse necessary psychiatric medication or mental health treatment.

Expands Hawaii's involuntary hospitalization standards to address the legislature's finding that current standards inadequately prevent harm to mentally ill persons and the public, particularly among the chronically homeless population.

Takes effect on July 1, 2050.
