Appropriates funds to the Department of Business, Economic Development, and Tourism for fiscal years 2019-2020 and 2020-2021 to provide education and support to local businesses regarding FDA industry guidance on colored sea salt products.

Requires private industry sea salt businesses to collectively contribute one-half of the cost to conduct a study for FDA approval of sea salt color additives before any state appropriated funds are released.

Supports Hawaii's sea salt manufacturing industry by addressing FDA guidance on color additives such as Hawaiian charcoal and volcanic clay used in sea salt products.

Takes effect on July 1, 2112.
