Transfers administration of the Public Utilities Commission special fund from the Public Utilities Commission to the Department of Commerce and Consumer Affairs.

Allows the special fund proceeds to be used by the Public Utilities Commission and the Division of Consumer Advocacy for expenses related to chapters 269, 271, 271G, 269E, and 486J, as well as for the department's oversight and administrative support costs.

Requires the Department of Commerce and Consumer Affairs to allocate up to 30 percent of quarterly fund proceeds (after central service deductions) to the Division of Consumer Advocacy and deposit into the compliance resolution fund.

Requires the Department of Commerce and Consumer Affairs to submit an annual report to the governor and legislature detailing all funds received and moneys disbursed from the special fund.

Takes effect on July 1, 2019.
