• Requires the state auditor to conduct a comprehensive performance audit of the Department of Public Safety, covering the office of the director, civil rights compliance office, personnel management office, fiscal office, and health care services division's mental health services.

• Audit must review hiring, staffing, and supervisory policies including applicant screening, conflicts of interest, favoritism, and employee morale.

• Audit must examine handling of internal complaints and lawsuits from current or former employees, contracting and procurement practices, and the department's ability to provide mental health services to inmates and pre-trial detainees.

• Auditor must submit report with findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

• Appropriates $100,000 from general revenues for fiscal year 2019-2020 to conduct the performance audit, effective July 1, 2019.
