Amends HRS Section 28-8.3 to clarify that the attorney general shall not represent the legislature as a whole, either house of the legislature, or individual members of the legislature.

Removes legislative offices from the exception that allows the attorney general to retain attorneys when declining representation due to conflict of interest.

Requires that if a legislator is sued in their official capacity, the house to which the member belongs shall provide legal representation at the house's cost, unless the member declines such representation.

Clarifies that "department" does not include members or groups of members of the legislature, establishing their separate legal representation status from executive branch agencies.

Takes effect upon approval.
