Requires Hawaii's Medicaid programs to provide coverage for ambulance services beginning January 1, 2020.

Authorizes Medicaid to cover ambulance services where an ambulance was called and medical services rendered but the patient was not transported, limited to counties with populations of 200,000 or more.

Mandates all accident and health insurance policies, hospital and medical service plan contracts issued or renewed after January 1, 2020, to cover ambulance services and non-transport ambulance services in counties with populations of 200,000 or more.

Appropriates $1,000,000 for fiscal year 2019-2020 and $1,000,000 for fiscal year 2020-2021 to the Department of Human Services for Medicaid ambulance service coverage.

Takes effect July 1, 2019.
