Requires Hawaii's medicaid programs to provide coverage for ambulance services beginning January 1, 2020.

Authorizes medicaid programs to cover ambulance services when an ambulance is called and medical services are rendered but the patient is not transported, limited to counties with populations of 200,000 or more.

Requires all accident and health insurance policies issued or renewed on or after January 1, 2020, to cover ambulance services, including non-transport calls in counties with populations of 200,000 or more.

Requires all hospital and medical service plan contracts issued or renewed on or after January 1, 2020, to cover ambulance services under the same terms as private insurance.

Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to the Department of Human Services to cover medicaid ambulance service costs, with the bill taking effect July 1, 2019.
