Amends Hawaii Revised Statutes Section 26-2(a) to modify the order of succession to the office of lieutenant governor when the position becomes vacant.

Adds political party affiliation requirements: the president of the senate and speaker of the house of representatives must be members of the same political party as the governor to assume the lieutenant governor duties.

Inserts a new successor position between attorney general and director of finance: a person appointed by the governor who is a member of the same political party as the governor and meets constitutional qualifications for lieutenant governor.

Retains existing succession line of director of finance, comptroller, director of taxation, and director of human resources development in order named.

Takes effect upon approval.
