Authorizes pharmacies registered with the U.S. Drug Enforcement Administration as authorized collectors to accept the return of prescription drugs for disposal only.

Prohibits pharmacies from redispensing or returning prescription drugs that have been collected for disposal, or exchanging them for cash or credit.

Requires pharmacies accepting returned prescription drugs to use either secured collection receptacles complying with federal regulations (21 CFR 1317.75) or mail-back programs.

Mandates that the pharmacist-in-charge ensure only DEA-approved reverse distributors acquire prescription drugs collected through collection receptacles and mail-back programs.

Takes effect on July 1, 2019.
