Establishes graduate student assistants employed by the University of Hawaii as a new collective bargaining unit (Unit 15) under Hawaii's public employee collective bargaining law.

Grants the board of regents of the University of Hawaii two votes and the university president one vote in negotiations affecting the graduate student assistants bargaining unit, with the governor holding three votes.

Excludes graduate student assistants from the "student help" exemption category, allowing them to be covered under collective bargaining protections and procedures.

Includes graduate student assistants in the impasse resolution procedures available to other bargaining units, including mediation and reporting requirements.

Takes effect January 1, 2051.
