Establishes the operating budget for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021, for state executive branch programs under the House Standing Committee on Judiciary.

Appropriates $21,331,549 in general funds (A) and $600,000 in federal funds (N) for the Department of Public Safety Sheriff program (PSD503) in fiscal year 2020, with $21,601,980 in general funds and $600,000 in federal funds for fiscal year 2021.

Authorizes $6,925,691 in interdepartmental transfers (U) for the Sheriff program across both fiscal years.

Establishes a position ceiling of 312 permanent full-time equivalent positions for the Sheriff program in each fiscal year, plus 59 permanent full-time equivalent positions for another program.

Takes effect on July 1, 2030.
