Appropriates operating budget funds for fiscal biennium July 1, 2019 through June 30, 2021 for state programs under House Judiciary Committee purview, specifically the Campaign Spending Commission and Office of Elections.

Campaign Spending Commission (AGS871): Authorizes 5.00 permanent full-time positions and appropriates $531,452 in general funds and $343,732 in trust funds for each fiscal year.

Office of Elections (AGS879): Authorizes 17.50 permanent and 8.44 temporary full-time positions, appropriating $3,153,919 in general funds (FY2019-20) and $3,155,747 (FY2020-21), plus $99,694 in federal funds; establishes separate appropriations of $0.50 permanent and 1.00 temporary positions.

Total expenditures and position ceilings for each fiscal year shall not exceed the amounts specified except as otherwise provided by law.

Effective date: July 1, 2030.
