Amends Hawaii Revised Statutes Section 328J-11.5 to allow counties to enact ordinances regulating cigarettes, tobacco products, and electronic smoking devices that are more protective of public health than state law.

Changes statutory language from characterizing tobacco regulation as a "statewide concern" requiring "uniform and exclusive" state regulation to framing it as a "matter of concern to public health."

Permits counties to pass stricter local tobacco control ordinances while maintaining that conflicting local regulations remain void, with an explicit exception for ordinances more protective than state law.

Preserves county authority under Section 328J-15 to regulate tobacco sales and use at the local level.

Takes effect on July 1, 2050.
