HB 1291 Summary

• Express carriers, common carriers, contract carriers, and other persons transporting liquor from outside Hawaii for in-state delivery must file monthly reports with each county liquor commission where delivery occurs (excluding deliveries to class 1 manufacturer or class 3 wholesale dealer licensees).

• Monthly reports must include the carrier name, reporting period, consignor name and address, consignee names and addresses, package weight, unique tracking number, and delivery date.

• County liquor commissions may share received reports with other departments or agencies, and reports are subject to Hawaii's public records law (Chapter 92F).

• Carriers must provide supporting information and records to requesting liquor commissions within 30 days and preserve all records for four years.

• Effective July 1, 2019; each county liquor commission may adopt rules to implement the reporting requirements.
