Establishes service credit for military personnel ordered to active duty in Hawaii, with time served counting toward retirement eligibility.

Requires military personnel to be paid without delay from the date of deployment at the same rate as active duty counterparts in the U.S. military.

Entitles active duty military personnel to basic allowance for housing (BAH), subject to rules adopted by the governor.

Applies to enlisted personnel of the Army and Air National Guard, members of the Hawaii State Defense Force, and officers and enlisted personnel of the Navy.

Effective date: July 1, 2019.
