• Defines "assault rifle" as a semiautomatic rifle accepting a detachable magazine with one or more specified features including folding stock, pistol grip, flash suppressor, bayonet mount, threaded barrel, or overall length under thirty inches.

• Defines "assault shotgun" as a semiautomatic shotgun that accepts a detachable magazine or has a revolving cylinder, and prohibits manufacture, possession, sale, and transfer of assault shotguns.

• Changes the definition of "assault pistol" from requiring two or more characteristics to requiring only one or more characteristic, expanding the types of semiautomatic pistols that qualify as assault pistols.

• Expands the prohibition on detachable ammunition magazines exceeding ten rounds to apply to any firearm (not just pistols) and prohibits manufacture, possession, sale, and transfer of such magazines.

• Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the effective date.
