Department of Accounting and General Services (DAGS) and Department of Public Safety (DPS) must plan and implement security improvements at the State Capitol including controlled access points with weapons detection on rotunda and chamber levels, fencing to prevent unauthorized vehicle and pedestrian access, and employment of private security personnel to staff access points.

Department of Land and Natural Resources State Historic Preservation Division shall evaluate and assist in obtaining exemptions from historic preservation designations or restrictions as needed to accomplish the security improvements.

DAGS must remove all parking meters from the State Capitol parking facility by October 31, 2019, and reallocate parking stalls to the Governor, Lieutenant Governor, Senate, House of Representatives, and Legislative Reference Bureau on a pro rata basis for eligible state employees.

DAGS and DPS may implement additional security improvements while mandated improvements are being planned and may establish metered parking in Kinau Hale parking lot and the State parking garage at 301 South Vineyard Street to offset removed Capitol parking.

DAGS must submit annual reports to the Legislature no later than twenty days before the 2020 and 2021 regular sessions on security improvement progress; appropriations provided for fiscal years 2019-2020 and 2020-2021; effective date July 1, 2019.
