Establishes a new class B felony offense for prohibited acts related to female genital mutilation, including circumcising, excising, or infibulating the genitals of a minor, or knowingly allowing such procedures.

Makes it illegal to remove or cause removal of a minor from Hawaii for the purpose of undergoing female genital mutilation procedures.

Exempts licensed health care providers from criminal liability when procedures are medically necessary for the minor's health, performed during labor or childbirth for medical purposes, or part of gender or sex reassignment surgery with appropriate consent.

Designates prohibited acts related to female genital mutilation as mandatory reportable offenses and includes such acts in the statutory definition of child abuse or neglect under Hawaii law.

Clarifies that custom, ritual, religious practice, or consent by the minor or their parents cannot serve as legal defenses to prosecution for female genital mutilation offenses.
