• Appropriates funds to the Department of Human Services for fiscal years 2019-2020 and 2020-2021 to purchase food and other home supplies for distribution by nonprofits serving people in need in Hawaii.

• Exempts purchases made with appropriated funds from Hawaii Revised Statutes chapters 103D and 103F (procurement and competitive bidding requirements).

• Responds to the federal government shutdown that began December 22, 2018, which caused federal Supplemental Nutrition Assistance Program (SNAP) benefits to cease after January 20, 2019.

• Recognizes that the discontinuation of federal benefits would increase demand on nonprofit food assistance organizations in the State.

• Takes effect on July 1, 2019.
