Requires motion picture theater owners and operators with more than two locations in Hawaii to provide open movie captioning during at least two showings per week of each motion picture offered with open captioning.

Mandates that at least one of the two weekly open captioning showings must occur on Saturday or Sunday to ensure accessibility for deaf and hard-of-hearing individuals who work or attend school during weekdays.

Eliminates the option for theaters to provide personal closed captioning systems using lightweight eyewear devices as an alternative to open movie captioning.

Makes permanent the open captioning requirements that were originally established by Act 39 (2015) and modified by Act 211 (2017), removing the January 1, 2020 repeal date.

Takes effect upon approval.
