Repeals the exemption that allowed persons with disabilities to be paid below minimum wage in Hawaii, requiring all workers including those with disabilities to receive the applicable minimum wage.

Amends the definition of "qualified community rehabilitation program" in Section 103D-1001 to remove language specifically excluding workers with disabilities from minimum wage protections.

Removes from Section 387-9 the provision that allowed the director to issue special certificates permitting lower wages for "individuals whose earning capacity is impaired by old age or physical or mental deficiency or injury."

Takes effect on January 1, 2020.

Does not affect rights, duties, penalties, or proceedings that were established before the bill's effective date.
