Appropriates $10,451,486 for fiscal year 2019-2020 and $862,653 for fiscal year 2020-2021 from the Hawaii employer-union health benefits trust fund for operations.

Allocates $9,956,000 in FY 2019-2020 and $367,167 in FY 2020-2021 for a new benefits administration system, including three full-time equivalent temporary positions.

Provides $234,169 annually for fringe benefit rate increases for non-general funded positions in both fiscal years.

Allocates $64,596 in each fiscal year for salary adjustments related to conversion of exempt employees to civil service status under Act 145, Session Laws of Hawaii 2017.

Appropriates $196,721 in each fiscal year for one full-time equivalent permanent compliance officer position.
