HB1363 Summary

• Establishes a multi-state nurse licensure compact task force consisting of representatives from the Department of Commerce and Consumer Affairs, State Board of Nursing, Hawaii State Center for Nursing, and chairs (or designees) of relevant House and Senate committees.

• Task force shall investigate feasibility of adopting the multistate nurse licensure compact, including examination of out-of-state nurse regulation, disciplinary procedures, healthcare workforce planning, licensure requirement disparities, fiscal impacts, and interstate commission authority concerns.

• Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the regular 2020 legislative session.

• Task force members serve without compensation but receive reimbursement for necessary expenses from the Department of Health; task force is exempt from Chapter 92 (open meetings law) of Hawaii Revised Statutes.

• Appropriates unspecified general revenues for fiscal year 2019-2020 to support the task force, with funds to be expended by the Department of Commerce and Consumer Affairs; Act becomes effective July 1, 2050.
