Appropriates funds for the Department of Land and Natural Resources (DLNR) operating budget for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021.

Establishes definitions for expending agencies, means of financing (general funds, special funds, federal funds, and other federal funds), and position ceilings for the appropriation.

Allocates funding to the Natural Area Reserves and Watershed Management program (LNR407) with one permanent full-time equivalent position authorized for each fiscal year.

Provides funding from multiple sources: $196,636 in general funds (A), $180,000-$360,000 in special funds (B), $500,000 in federal funds (N), and deducts $90,720 in other federal funds (P) for fiscal years 2019-2020 and 2020-2021.

Authorizes the Department of Land and Natural Resources to expend the appropriated sums for the purposes specified in the Act, effective upon approval.
