Appropriates $874,000 for fiscal year 2019-2020 and $874,000 for fiscal year 2020-2021 to support the State of Hawaii Museum of Natural and Cultural History, including staff hiring.

Requires appropriated funds to be in addition to and not reduce the museum's existing base budget allocation from the Department of Budget and Finance.

Recognizes the museum as the world's premier resource for Hawaiian and Pacific materials, housing over 22 million biological specimens and artifacts from Hawaii and the Pacific region.

Addresses the legislature's finding that general revenue appropriations for the museum have decreased significantly over the preceding decade.

Takes effect on July 1, 2019.
