Prohibits parking of motor vehicles on the grounds of Iolani Palace effective January 1, 2021, with "motor vehicle" and "park" defined according to Hawaii Revised Statutes section 291C-1.

Requires the Department of Accounting and General Services to remove the blacktop, parking area, and parking meters adjacent to Iolani Palace no later than January 1, 2021.

Requires the Department of Land and Natural Resources to develop and maintain a pedestrian area composed of grass or other historically appropriate materials to replace the existing parking infrastructure.

Mandates DAGS and DLNR each submit cost analysis and proposed legislation to the legislature no later than twenty days prior to the 2020 regular session convening.

Effective upon approval, with parking prohibition and removal requirements taking effect January 1, 2021.
